Circular on recycling credits

An official circular on the operation of the new system of recycling credits in England and Wales was published at the end of April.1

The recycling credits system, introduced under the Environmental Protection Act 1990, came into force throughout Britain on 1 April. Regulations laid before Parliament last month spelled out how the value of credits payable to waste collection authorities or third parties which remove material from the waste stream for recycling must be calculated (ENDS Report 206, p 37 ).

The circular explaining the system was issued in draft in January (ENDS Report 204, pp 31-2 ), and the final version contains no surprises. It amplifies on how the value of credits is to be calculated, and addresses recommendations to local authorities on when discretionary credits should be paid, and on what arrangements should be made to prevent fraud in claims for credits.
