DoE holds back finance for kerbside collections

Local authorities have been permitted to borrow less than half the money they were seeking to expand recycling schemes in 1992/3. The Department of the Environment (DoE) has told them that no more approvals will be given for the time being for new kerbside collection schemes, while the private sector will be expected to provide recycling banks and sorting facilities in future.
