Applications for air pollution permits way below expectations

The number of applications submitted to local authorities under the new air pollution control system introduced by Part I of the Environmental Protection Act 1990 is running well below official expectations, a parliamentary answer by Environment Minister David Maclean has revealed.1

The new regime came into force in England and Wales on 1 April 1991. It is being phased in three blocks. Operators of existing industrial plants in block 1 were due to apply for authorisation by 30 September 1991. Applications for block 2 processes were due in between 1 October 1991 and 31 March 1992, and for block 3 processes by 30 September this year.
