DoE wrestles with guidance on surrender of waste licences

Hints that the Department of the Environment (DoE) is having some difficulty in drafting comprehensive guidance on how waste regulation authorities (WRAs) should handle applications by landfill operators for the surrender of their waste management licences emerged at the annual waste management symposium at Harwell Laboratory on 20 May.

The guidance is due to issued in a Waste Management Paper (WMP) in December. A written paper prepared for the conference by Peter Hinchcliffe, head of the DoE's Wastes Technical Division, suggests that it is still on target to meet the timetable for several new or revised WMPs made public last July (ENDS Report 198, p 37).
