Move to integrate planning, IPC rules on environmental assessment

A working party has been set up by the Institute of Environmental Assessment (IEA) and the UK Environmental Law Association (UKELA) to address the overlaps between the environmental assessment requirements of the planning system and integrated pollution control (IPC).

The working party has no formal status, but has the active involvement of HM Inspectorate of Pollution (HMIP). It is expected to produce a report later this year.

The move reflects a growing concern about the relationship between IPC and planning controls which may be only partially allayed by the Department of the Environment's recent draft planning policy guidance note on the issue (ENDS Report 209, p 32
