Environmental themes for the UK Presidency

The UK is in the Presidency of the EC Council of Ministers until the end of the year. It faces a formidable environmental agenda. The dominant themes will include a new effort to integrate environmental considerations into other EC policies, and ways of securing the effective implementation of EC laws by the Member States. The UK also looks set to play a central role in the debate on how the new subsidiarity doctrine will affect both existing and future Community environmental legislation.

In the normal course of events the next six months would have been a particularly busy period for the Community's Environment Ministers. In addition to the customary items of legislation to be haggled over and adopted, decisions need to be taken on the EC's follow-up to the Earth Summit in Rio, a debate has to be held on the European Commission's proposals for the fifth EC Environment Action Programme, and the UK Presidency wants new mechanism
