New water abstraction charging scheme

A new scheme of water abstraction charges has been announced by the National Rivers Authority (NRA). It will be introduced throughout England and Wales in April 1993, although charge rates will vary across NRA regions.

The scheme differs only slightly from proposals outlined in an NRA discussion document in January. It is designed to raise about £80 million per year to cover the NRA's costs in managing and monitoring water resources, and to make charging practices consistent across the country. In the long term, the NRA plans to introduce incentive charging, to increase the costs of water where resources are stretched.
