HMIP under fire over smokeless fuel plant

An improvement notice requiring Coal Products Ltd (CPL) to clean up the emissions from its smokeless fuel plant in Keresley, near Coventry, has failed to produce the desired effect. Continuing high emissions from the works have prompted Coventry City Council to complain to Environment Secretary Michael Howard that HM Inspectorate of Pollution (HMIP) has lacked resolve in tackling the problem.

The saga has certainly done little for HMIP's credibility. In June 1988, after local residents had been complaining for many years about particulate emissions from the Homefire works' incinerator stack, it served an improvement notice on CPL which required an 85% cut in particulate emission levels by the end of 1990 (ENDS Report 162, pp 4-5).
