ICI appeal on emission limits for experimental plant

ICI has appealed against a decision by HM Inspectorate of Pollution (HMIP) to impose emission limits on a large-scale experimental plant to produce a CFC substitute. The case has exposed a gap in HMIP's guidance on how releases from processes with a short life should be handled.
