Debate launched on water and sewerage in Scotland

Eight options for restructuring Scotland's water and sewerage services were outlined in a consultation paper issued by the Scottish Office on 17 November.1 The need for a sharp increase in capital expenditure to achieve compliance with EC water legislation is likely to push the Government towards a partial or full-blown privatisation of the industry.

The consultation paper comes five months after the Scottish Office announced that it was looking at ways of reorganising water and sewerage services, including possible contributions from the private sector. Opinion polls have since suggested that the vast majority of Scots are opposed to privatisation.
