EC environment policy to get market dimension

A shift towards a more market-based approach in the EC's environmental policy has been foreshadowed in a European Commission strategy document on industry and the environment. Although the paper lacks coherence, it marks a clear intention to place greater reliance on economic instruments and industrial standards alongside new legislation.

The strategy paper took the form of a Communication which was submitted to the Council of Ministers and the European Parliament in November. It is the Commission's first detailed attempt to spell out how the EC's policies on industrial competitiveness and environmental protection could be integrated to the benefit of both.
