Key report on economic instruments and recycling

The range of economic instruments which may be used by the Government to promote household waste recycling has been whittled down to five in a report by Environmental Resources Ltd (ERL).1 Charges on raw materials, products, waste collection or disposal, or a "take-back" duty on manufacturers, now appear to be the main candidates for paying the costs of meeting the Government's recycling target.
