Waste management business Leigh Environmental has been fined £1,550 and ordered to pay costs of £4,010 for a metal-bearing discharge into the Grand Union Canal near Walsall in November and December 1989. The case was brought by the National Rivers Authority. Leigh is considering an appeal, and says that the discharge did not emanate from its industrial waste treatment plant at Aldridge but from the ground on which the operations stand. Any appeal would provide an interesting test of landowners' responsibilities in such circumstances.
