Could a new EU rule stifle the precautionary principle?

With much of the Brussels media focused on the drama of last-minute Brexit talks, EU member states and MEPs quietly came to an agreement on Horizon Europe, a successor to the EU’s Horizon 2020 research and innovation programme.

While the news may seem anodyne enough, health and environment campaigners have sounded the alarm over the final text’s reference to the ‘innovation principle’ - a tool they believe has been created by lobbyists to stifle regulation.

It will be the first time that an EU legal text mentions the innovation principle, which would require the European Commission to “assess fully” the impact of policies and legislation on innovation.
