Net-zero and climate emergency could veto Heathrow expansion

Building a third runway at Heathrow may be incompatible with parliament’s recent declaration of a climate emergency and the expected adoption of a net-zero greenhouse gas target, according to a senior civil servant.

The message came in a terse six-paragraph letter to climate change lawyers Plan B Earth last week, written by Caroline Low, director of Heathrow expansion, aviation and maritime analysis at the Department for Transport (DfT).

The group was one of the parties to the recent unsuccessful court challenges to the airport’s expansion. It filed an appeal on Wednesday.
