A consultation on changes to the producer responsibility system has recently closed. Dominic Hogg looks at what impact these proposals might have on producers and local authorities

What are the main changes being proposed?

There are a number of changes being proposed, or consulted upon. Perhaps the most significant is that producers will be expected to fund the full net costs of the end-of-life management of their packaging. 

The definition of ‘full net costs’ is comprehensive, and includes the costs of collecting and managing packaging that ends up in refuse, and the costs of clean-up of packaging that contributes to litter. But the full net costs apply only to all ‘consumer-facing’ packaging.
