Is the Environment Agency turning a blind eye to farm pollution?

It was a rather dramatic claim. At the end of September, green group Salmon & Trout Conservation (S&TC) said that the regulatory regime for agriculture was so slack that farmers could only expect to receive a visit from an inspector once every 263 years.
