Air pollution in run up to Kissi-Debrah death should have been declared a public health emergency, says council expert

Lewisham Council, the home of a nine-year-old girl who died in 2013 following multiple severe asthma attacks, acted at a "glacial pace" over air pollution, despite knowing the risks, an inquest has heard.
