There was a joke that used to crop up when discussing the waste policies of the Senedd, Holyrood and Westminster. It went something like this: Wales’s approach is evidence-based and forward-looking; Scotland’s approach is to do nothing England is doing and everything England is not doing; and England’s approach is … to do nothing.
