EC institutions battle over curbs on ozone depleters

Five dozen amendments have been demanded by the European Parliament to beef up a draft EC Regulation on ozone-depleting chemicals agreed by Environment Ministers in December. The vast majority appear unlikely to be accepted by Ministers, leaving the dispute to be thrashed out in a "co-operation procedure" - but with elections to Parliament looming in June the final shape of the legislation may well remain uncertain until the autumn.
