First step towards tighter curbs on greenhouse gases

An important step towards tightening the UN Convention on Climate Change was taken at a negotiating session in Geneva in February. Developed countries agreed formally for the first time that their existing commitments under the Convention are inadequate to prevent a damaging increase in global temperatures - but there is considerable doubt whether enough time remains to negotiate amendments to the treaty before it is reviewed next year.
