Net gain: Councillors fear being ‘banjaxed’ by developers

Councillors have voiced concerns at the Conservative Party conference about being railroaded into accepting developers’ claims that their projects will deliver at least 10% net gain in biodiversity, because most councils lack the capacity or expertise to validate the claims.
