Energy efficiency Bill hits Treasury blockage

A Private Member's Bill to oblige local authorities to prepare plans to improve the energy efficiency of housing and reduce carbon dioxide emissions is in danger of being blocked by the Treasury. Although the Bill has extensive all-party support and backing from more than one-third of the UK's local councils, the Treasury is insisting that no new money will be found to implement it, despite offsetting savings it will bring in public expenditure elsewhere.
