Why is farming policy absent from the net zero strategy?

This summer, the Climate Change Committee (CCC) took the government to task over its progress to reach net zero on greenhouse gas emissions. Its 619-page report (the committee rarely does brevity) identified a number of “holes” that must be “urgently plugged” and one of the biggest relates to emissions from agriculture and food.
