DoE's pre-emptive strike on power station sale

National Power and PowerGen have been warned by the Department of the Environment (DoE) that the sale of some of their power stations forced by the electricity regulator OFFER must be accompanied by a transfer of their acid gas emission quotas. The DoE wants to ensure that its emission reduction programme stays on course - but there are signs that difficulties over the sale could pressurise the Government into relaxing emission controls on some plant.
