Energy Saving Trust's future in the balance

In a move to break the stalemate over the funding of the Energy Saving Trust (EST), the gas industry regulator Ofgas has been asked to sanction £58 million expenditure on energy conservation schemes. But the sum is far below what the EST needs if it is to meet official targets for reducing carbon dioxide emissions - and Ofgas' claim that the introduction of competition in the domestic gas market will be the most effective means of boosting energy conservation has been slammed by the EST.
