Whitehall gives a poor lead on recycled paper

The effectiveness of the Government's "green housekeeping" strategy and its commitment to use its purchasing power to favour recycled products has been called into question by a series of parliamentary answers which show that few Departments use recycled paper for their press releases and written parliamentary answers. Most Departments claim that recycled paper falls down on both quality and cost - but other major users, stationery suppliers and printing machinery manufacturers disagree.
