Guidance aims to clarify interface of planning and pollution controls

A guidance note on the interface between planning and pollution control has finally been issued by the Department of the Environment (DoE) two years after it was issued in draft.1 The guidance will have the effect of pushing planners further off the pollution control authorities' patch, and is likely to discourage pollution-sensitive development around industrial processes. But planners have been given an extended formal role in applying EC legislation on the shipment and disposal of waste, and HM Inspectorate of Pollution (HMIP) has given some significant new undertakings on co-operating with planners.
