Ministers accept industry demands for packaging waste legislation

The need for legislation to support the packaging waste plan put forward by the industry's Producer Responsibility Group (PRG) has been accepted in principle by Environment Secretary John Gummer and President of the Board of Trade Michael Heseltine. The forthcoming Bill to establish an Environment Agency could provide the necessary vehicle - but with at least 12 months likely to elapse before legislation is in place there is a danger that existing initiatives to recycle packaging waste could falter.
