"Red tape victim" lucky to escape prosecution

The Daily Telegraph and Sunday Telegraph have resumed their campaign against the "red tape folly" of environmental regulations, and particularly integrated pollution control (IPC). However, HES Optical Fibres, the most recent victim of alleged "bureaucratic lunacy", appears to have brought trouble on its own head - and is fortunate to have escaped prosecution by HM Inspectorate of Pollution (HMIP).
