IPC proposals for paper industry clamp down on chlorine

Many British paper mills may come under strong pressure to move to totally chlorine-free pulp under requirements set out in draft guidance notes issued by HM Inspectorate of Pollution (HMIP).1 However, the full impact of integrated pollution control (IPC) on the sector will depend on the number of mills which escape control following recent revisions to the rules defining "trivial" releases to water.
