Storm over costs of VOC controls on petrol pumps

A study for the Department of the Environment (DoE) has concluded that capturing emissions of volatile organic compounds (VOCs) at the petrol pump is much more cost-effective than the alternative of fitting large carbon canisters (LCCs) to new vehicles. With an EC legislative proposal looming, the oil industry is disputing the findings, and points to the USA's decision to go down the latter path.
