Hazardous substances rules need tightening, says DoE report

A system of hazardous substances consents (HSCs) introduced in 1992 has improved planning control over hazardous installations, according to a report for the Department of the Environment (DoE).1 However, the report also reveals serious flaws in the implementation and enforcement of the controls.
