Yet another delay for scrap metal licensing

For the third time this year, Environment Minister Robert Atkins has announced a postponement of the application of waste management licensing to the scrap metal industry.1 The deadline has been moved forward by three months to next April - but the industry's demand for a lengthy phase-in of a registration scheme for businesses which are exempted from licensing looks like falling foul of EC rules.
