Environmental advisors urge radical rethink on taxation

The Government's Panel on Sustainable Development has added its voice to the calls for a strategic shift of taxation away from labour and capital and onto resources and pollution. Its first report also urges the Government to take international initiatives to arrest the serious decline in global fish stocks, and makes a controversial recommendation for a phase-out of HFCs - chemicals which are only just being commercialised as CFC substitutes.1
