HMIP eases squeeze on chlorine for pulp and paper mills

HM Inspectorate of Pollution (HMIP) has stepped back from pushing paper mills towards the use of totally chlorine-free (TCF) pulp. The second drafts of its guidance for pulp and paper processes regulated under integrated pollution control (IPC) propose considerably less stringent achievable release levels - but the paper industry is still lobbying against the threat of remaining restrictions on the use of chlorine and chlorine-bleached pulps.
