Revised IPC fees underline slow start for monitoring programme

Most charges for regulation under integrated pollution control (IPC) will decline in real terms in 1995/6, under proposals from HM Inspectorate of Pollution (HMIP).1 But the Inspectorate is looking to raise its annual "subsistence" fee to pay for an increased monitoring programme - which, four years into IPC, has still to get fully off the ground.
