DoE admits that NRA can ignore Ofwat's spending limits

The Department of the Environment (DoE) has conceded that the National Rivers Authority (NRA) can ignore the investment plans which water companies have agreed with water regulator Ofwat where these conflict with statutory environmental obligations.
