A not-so-green landfill tax

The Government's proposals for a landfill tax have been greeted with alarm even by those favouring the idea in principle. Its decision to opt for an ad valorem tax is likely to force wastes to cheaper and less environmentally sound landfills, and to encourage transport of waste over longer distances. Most leading landfill businesses favour a weight-based tax. Meanwhile, operators of co-disposal landfills claim that the tax is likely to transfer environmental impacts from dealing with liquid wastes to surface waters, while several bulk producers of industrial waste face a sharp increase in their waste management overheads unless they succeed in finding recycling outlets.
