New powers proposed to tackle neighbour noise

Proposals for new powers to combat neighbour noise were unveiled by Environment Minister Robert Atkins on 27 March.1 They include the creation of a new offence of night-time noise disturbance, backed up by an objective noise test and clearer powers to confiscate equipment. But there is concern that council officers may face danger in applying these powers, while the lack of proposals to tackle part of the problem at source by stricter enforcement of sound insulation standards has also been criticised.
