Conflicts intensify over waste trade

Moves to reach an international consensus on the definition of hazardous wastes following the decision last year by parties to the Basel Convention to ban all exports to non-OECD countries have sparked a series of conflicts involving EC countries, scrap metal businesses and environmentalists. The European Commission has contributed by proposing a new Regulation which would allow exports of "green list" wastes to non-OECD countries even if they object to them.
