Councils make slow progress towards recycling target

The average recycling rate among local authorities in England and Wales in 1993/4 was only 5%, according to a report by the Audit Commission.1 Only one council, Adur, was close to the Government's target to recycle 25% of household waste by 2000 - and some councils were apparently not recovering any waste for recycling.
