Bid to revive carbon tax may stumble on old hurdles

The European Commission has moved to revive its plans for a carbon/energy tax. In May, it proposed a framework for Member States which wish to introduce such taxes but would not compel them to do so. But the proposal may still run into objections because it envisages the introduction of a harmonised EC tax regime some time after 2000.
