Impact of new licensing rules on landfill industry

The first official figures indicating the impact of last year's new waste management licensing system on the landfill business have emerged in a parliamentary answer from junior Environment Minister James Clappison.1 The number of determined planning applications for landfills in England has been almost halved since 1992, while the number of licensed landfills has declined by a quarter as operators have sought to avoid the liabilities of the new regime. The figures also show wide regional variations in landfill operators' chances of obtaining planning consent.
