Greater citizens' rights mooted to spur compliance with EC laws

Suspected breaches of EC rules are more common in the environmental field than in any area of EC policy except internal market legislation, according to the European Commission's latest annual report on the application of Community law.1 The report shows that the UK has a poor record in transposing EC environmental legislation into its laws on time, as well as one of the highest rates of public complaint about alleged breaches of EC rules. The Commission has revealed - not for the first time - that it is considering legislative proposals to give the public direct access to national courts as a means of improving Member States' compliance with EC environmental legislation.
