Dispute continues over "discretionary" noise Bill

Arguments over whether some or all local authorities should be obliged to implement the provisions of a new Bill to control night-time noise from domestic premises have continued to dog its passage through the House of Commons. The Government is resisting any such duty, as well as MPs' attempts to increase the penalties for noise offences, but may be forced to make concessions.
