Councils urged to plan for 30% boost in home energy efficiency

Local authorities in England have been urged to identify measures which could achieve a 30% improvement in the energy efficiency of domestic premises as part of their new duties under the Home Energy Conservation Act 1995. A Department of the Environment (DoE) circular has also advised them to devise strategies to make at least "substantial progress" towards that target in ten years.1
