EC at risk of missing CO2 stabilisation target

The EC is in danger of failing to meet its commitment to stabilise its carbon dioxide emissions at 1990 levels by 2000, according to a European Commission report.1 Emissions could be up to 5% above 1990 levels by the end of the century if Member States' energy-saving programmes - some of which are predicated in part on the introduction of an EC carbon/energy tax - fail to achieve their targets.
