New proposal on combustion plant attracts early objections

A proposal to amend the 1988 EC Directive on emissions from large combustion plant has been prepared by the European Commission. The draft would require a further two-stage reduction in emissions of sulphur and nitrogen oxides by 2010, but has already drawn fire from greener Member States which feel that it would penalise them for making major reductions in the 1980s. Controversy is also likely over the Commission's plan to set minimum standards of energy efficiency for new plant.
