DoE slashes councils' borrowing for recycling investments

Local authorities have been authorised to borrow only 25% of the money they wanted this year for recycling projects under the supplementary credit approvals (SCAs) scheme operated by the Department of the Environment (DoE). Coupled with sharp cuts in the scheme which will see it end after next year, the decision has raised concern that many councils will not be able to meet the Government's recycling targets. Composting, however, has received a bigger slice of the cake, reflecting the greater emphasis it received in the recent waste strategy.
